That way they won't have to provide health insurance or pay the fine. The only people with permanent jobs will be management. There will be low wages and the government will be subsidizing most people's mandated health insurance. It will go single payer in no time and people will have health insurance but absolutely no job security and the quality of life will be in the dumpster.
