Another question about travellers in the UK?

this is in no way to offend anyone but im wondering...why do some gypsys call themselves travellers if they live on permanent site? does that not defeat the purpose of a traveller..a traveller is someone who travels then do what they to then move on..but some set up permanent camp and refer to themselves as travellers? If anyone can explain because its a little confusing...
