Car is locking me out?

I have a 1999 Toyota Camery that has a hard time starting up. When I enter my car to start it, it won't start. I twist the key every which way, but my vehicle just won't start. My gear shift doesn't work and everything feels 'locked'. I try to wiggle my steering wheel around as I put my key in the ignition and turn, but my car still doesn't start. Only after 15 minutes of maneuvering my key around does it finally start up. What is the problem?
